David Bell MSCE, PE, has been involved in west Texas infrastructure operations  and management issues in the Sherman, Wichita Falls, Lubbock and Abilene areas for more than 30 years.  As a participant in the Brazos G Regional Water Planning Group and as a Board Member at the Texas Water Conservation Association he has studied and contributed to west Texas and State water policy for the past 20 years.
